I am transfering digital video from the camera to the computer via elements 7. Running the video in the computer I occasionally get a frame that is green, or a couple frames from broken green to all green that I have to edit out.
I have the choke installed on the transfer cable and during the last transfer I tightly coiled the cable but still have the issue (it is not in the camera video).
So, is this video noise and can neat video fix this?

No, that is not noise. A broken or blank frame is just that, a broken frame. You will perhaps have to simply cut out such frames.
Neat Video is designed to treat noise and grain, that is very different from broken frames. You can see some examples of what Neat Video deals with in the Examples page.
