Does by any fraction of a chance, that neat video can work within
autodesk combustion?. Since most after effects plugins work within
it, is it possible that neat video for after effects can do the same?.

Currently not, Combustion doesn't seem to support some of the host features required by Neat Video and normally available in After Effects.
